## 01 / Define the buying brief

- [ ] **Product, intended use & destination** — Record the proposed use, user group, destination countries and sales channel.
- [ ] **Controlled product specification** — Define model configuration, dimensions, weight measurement, frame, wheels, accessories and revision.
- [ ] **Technical & market obligations** — Assign qualified review of classification, applicable requirements and assessment approach.
- [ ] **Order assumptions** — Separate initial order, annual forecast, colours, variants and packaging quantities.

## 02 / Identify the entities & site

- [ ] **Legal and contracting identity** — Record Chinese/English legal names, registration details, contracting party and proposed payee.
- [ ] **Actual production location** — Record production address and any discrepancy with the quotation or supporting documents.
- [ ] **In-house and subcontracted work** — Map frame work, finishing, component sourcing, assembly and final inspection.
- [ ] **Commercial roles and accountability** — Identify the manufacturer, exporter and any intermediary, with the responsibility of each.

## 03 / Trace the evidence

- [ ] **Claim-level evidence register** — Keep each claim, source URL, publisher, publication/check dates, status and open question.
- [ ] **Entity, site, model, time and scope** — Match every relevant document to the offered configuration; request missing schedules.
- [ ] **Assessment basis and revisions** — Ask for the exact standard edition, amendments, results, exclusions and change history.
- [ ] **Authenticity and permission** — Use independently sourced issuer contacts where needed; define confidentiality and permitted use.
- [ ] **Critical unresolved questions** — Do not turn missing evidence into a neutral score or a verified-supplier label.

## 04 / Compare the commercial offer

- [ ] **Same brief and named delivery basis** — Normalize the product, quantity, delivery terms, named place and quote validity.
- [ ] **Recurring and one-off costs** — Separate unit, packaging, tooling, samples, artwork, assessment, logistics and support costs.
- [ ] **Payment and production milestones** — Define what starts lead time, who signs off changes and when payments fall due.
- [ ] **Tooling, drawings and rights** — Clarify ownership, maintenance, access, exclusivity, transfer and exit conditions.
- [ ] **Spare parts and claims** — Agree part numbers, availability, warranty allocation, replacement freight and response process.

## 05 / Plan sample & pilot decisions

- [ ] **Sample purpose and configuration** — Define questions the sample should answer; record model, revision and known deviations.
- [ ] **Appropriate specialist assessment** — Assign product, quality and market checks to competent reviewers; do not infer safety from appearance.
- [ ] **Approved configuration and change control** — Record baseline bill of materials, change approvals and reassessment triggers.
- [ ] **Pilot acceptance and traceability** — Agree batch identification, inspection, deviations, corrective action and escalation.
- [ ] **Written decision and residual gaps** — Document proceed / hold / reject, evidence basis, unresolved risks, owner and review date.
